he
was
an
infantry
officer
and
a
weapons
systems
engineer
in
the
United
States
Marine
Corps.
Chip
graduated
from
the
US
Naval
Academy
and
has
a
Master's
degree
in
Systems
Engineering
from
the
Naval
Postgraduate
School.
